Quite right certainly, to critique the failure of military leadership to develop the requisite capabilities to do better in the information space. As CDS and DM publicly admitted in June 2021, the relevant military information-related capabilities have suffered from a "lack of institution-wide strategic level direction and guidance .... governed by appropriate authorities and oversight." This lamentable situation remains the case today.
